A report by the controller of budget Margaret Nyakang’o has shown 22 counties did not spend a single cent on development between July and September 2021.
The report showed counties spent 93% of the disbursed funds to pay salaries and allowances, leaving just 6% for development.
Nyakang’o said ward representatives gobbled KSh 433 million in allowances out of the KSh 2.48 billion allocated for the whole financial year.
1. Baringo County
Under Stanley Kiptis who was elected on a Jubilee ticket in the 2017 General Election but is currently allied to the United Democratic Alliance (UDA) associated with Deputy President William Ruto.

The coastal county’s governor is Granton Samboja allied to former prime minister Raila Odinga.

Abdi Mohamud was empeached and was replaced by his deputy Ahmed Ali Mukhtar who promised to prioritise healthcare.
7.Vihiga County
In May 2021, Vihiga residents signed a petition to oust governor Wilber Otichillo over the misappropriation of county funds.
8.Trans Nzoia County
Trans Nzoia residents have in the recent past asked the DCI to arrest and prosecute governor Patrick Khaemba over alleged corruption allegations.
9. Nakuru County
Its governor, Lee Kinyanjui, faces a stiff challenge from UDA’s Susan Kihika.
10. Nairobi County
Even though the Nairobi Metropolitan Services (NMS) was created to spur development, data indicated the city did not set aside funds for it during the period.
11.Migori County
Migori county is headed by Okoth Obado.
12.Marsabit County
Ali Mohamud Mohamed’s administration is under pressure to deliver.
13.Machakos County
Machakos in Eastern Kenya is headed by Alfred Mutua who has launched his presidential bid on a Mandeleo Chap Chap ticket.
14.Siaya County
The governor, Cornel Rasanga, was elected in the 2013 polls and re-elected again in 2017.
15.Nyandarua County
Nyandarua residents have on several occasions been spotted using donkeys to ferry goods and people due to bad roads.
16.Narok County
Governor Samuel ole Tunai is set to retire in August 2022 after completing his second term.
17.Busia County
The county’s governor Sospeter Ojaamong is facing corruption cases in court.
18.Kajiado County
Kajiado governor Joseph ole Lenku’s administration was put on the spot for focusing more on salaries and allowances despite citizens crying for services.
19.Kisumu County
Its governor is Anyang’ Nyon’go, a close ally of ODM supremo Raila Odinga.
20.Kilifi County
Kilifi was listed as among counties that spent more on recurrent expenditure at the expense of development under Amason Kingi
21.Bungoma County
Wyclife Wangamati of Bungoma county is one of the governors whose county lags behind in development according to the Office of the Controller of Budget.
22.Homa Bay County
